Urban Consolidation: The Planning Plague of Housing Affordability?

The “great Aussie dream” of home ownership, has become increasingly more difficult for many Australians in the last decade.  This has been especially true for first homebuyers and those who live in Sydney and Melbourne.

What does the future hold for housing affordability in Adelaide?

What role has planning policy, especially urban consolidation, played in contributing to the housing affordability crisis?

What can and should planners be doing in order to ensure that the ‘great Aussie dream’ lives on?

These questions and others about urban consolidation and its implications on housing affordability will be discussed in a major public lecture being co-hosted by the University of South Australia and the Planning Institute of Australia (SA).

Bob Day AO
National President, Housing Industry Association
Managing Director, Home Australia

 

Bob Day AO is Managing Director of Home Australia Pty Ltd, one of Australia's leading homebuilding companies.  Home Australia owns some of the housing industry's best known brand names including Homestead Homes in SA, Collier homes in WA, Ashford Homes in Victoria, Newstart Homes in QLD and Huzley Homes in NSW.  Total sales exceed $200m per annum and Bob now employs 350 full time staff and engages approximately 1,000 trade contractors.

Bob was educated at the Gilles Plains High School and The University of South Australia, and
was named the '1991 Westpac Young Executive of the Year' and the Australian Marketing Institute's '1993 Marketer of the Year'.  On Australia Day 2003 Bob was appointed an Officer of the Order of Australia and in July 2003 was awarded a Centenary of Federation medal.  His strong interest in youth unemployment, homelessness, federalism and industrial relations is reflected in a wide range of appointments which include:
National President of the Housing Industry Association, President and Founder of Independent Contractors of Australia, Director of the Centre for Independent Studies, Member of the National Work for the Dole Advisory Committee, Chairman of North East Vocational College, and the Founder and Convenor of nationbuild.com.

 

Cate Atkinson MPIA
General Manager, City of Playford

 

Cate has worked with the City of Playford for 7 1/2 years, and now as General Manager has a diverse portfolio incorporating Parks & Open Space, Asset Strategy, People Services and Knowledge Management, and Environment Projects Team.  She has a background in planning, having been involved in strategic planning for over 20 years, and has significant experience in both the private sector and local government in strategy and policy, development services, environmental assessment, and community consultation and advocacy.

A significant project Cate is currently working on is the development of a Population Policy for the City that will underpin the State Government’s Prosperity through People Population Policy, and will provide leadership and guidance for the existing and future community within Playford and the northern region.

Cate will be addressing the opportunities for urban consolidation in and around regional centres to make them vibrant and liveable areas. Regional centres provide the perfect opportunity for affordable living in a more dense setting.

 

Helen Dyer
Group Manager: City Development, West Torrens City Council

 

Helen is the Group Manager City Development at the City of West Torrens.  A qualified town planner with a Master of Environmental Laws, Helen is a past President of the South Australian Division of the Planning Institute of Australia and former Board Member of the Planning Education Foundation.  In her current role Helen is responsible for all of the Council's planning and building functions, strategic and corporate planning, governance and regulatory services.

Helen's previous experience traverses both the private and public (State and Local Government, sectors and she worked in both South Australia and the Northern Territory and of her work has been in the area of strategic planning and policy development and management, although she also has experience in development assessment sand project management.  Helen has frontline experience of Urban Consolidation dealing, from a Council perspective, with the issues associated with the demand to retrofit existing inner urban areas both within West Torrens and Norwood, Payneham and St Peters. 

Helen will discuss her experiences focussing on the implications for housing choice and affordability, quality of life, and the roles that Local Government might play.
